JATS reader: Add support for colspan and rowspan

Hi y'all,

I'd like to use Pandoc to convert from JATS to HTML. Specifically, I'm 
interested in converting tables.

In my testing, it appears the JATS reader does not yet support `colspan` 
and `rowspan`. Reading thru the changelog, it seems y'all have been rolling 
out support for `colspan` and `rowspan`. 

Is there any plan to support these features in the JATS reader?

I've created a tiny example which illustrates the lack of support in the 
latest version of Pandoc: https://github.com/jgm/pandoc/issues/8408
