Filter to change date format in metadata

I wrote my first filter and I'm posting it in case it's useful to others.

I populate most of my documents automatically with a boring date format, 
e.g. 2017-01-02. Often, when printing, I'd rather have a nicer looking date 
show up. This filter will do that.

If I'm doing anything in python to make this unnecessarily slow, please
