Hi,

After looking at the spec (the only experience I have with CSL files), I 
think you would need to modify your CSL file, Add a locale element in 
the root style element, like this:


<style>

     <locale xml:lang="en">

         <terms>
             <term name = "open-quote">&laquo;</term>
             <term name = "close-quote">&raquo;</term>
         </terms>
     </locale>
</style>
(Or try left-inner-quote and right-inner quote instead, maybe)
