Not sure the reason why Ubuntu Bionic is so far behind, but I find the
Docker image is far easier to use anyway. No messing with dependencies, all
the requirements are just built in, it just works, and it's rarely more
than a minor version behind for more than a week.

Distros often freeze the packages they ship with specific versions
and only include bug fixes and fixes for security issues. The idea
behind this is that major updates of packages may involve changes
in functionality that could affect more than just the package
itself. Ubuntu 18.04 still defaults to Python 2.7, for example,
even though it's been officially retired as of January 1, 2020.
Making Python 3 the standard Python version would involve changing
everything on the system that depends on Python 2, however, so
that sort of thing is usually only done for a major version
upgrade of the distro itself.
Of course, such a strategy doesn't work very well for software
that doesn't distinguish between a maintenance and a development
branch, which, as far as I can tell, is the case for Pandoc.
There is a .deb-package for Debian/Ubuntu-based distros on the
download page, which is what I always use. (I'm on Elementary OS
5, which is based on Ubuntu 18.04).

This is really the problem of LTS like this. When you choose a distro or version (such as Ubuntu with same distro but 18.04 LTS or 19.10) you should also consider this. LTS sounds nice when you think it’s going to be stable and don’t need to worry about breaking changes for 2 years. But it also means the versions are essentially freezes for 2 years. Worse for Red Hat / CentOS.
Some distro has rolling release model, meaning it is always latest. It sounds scary to some as that might be more unstable but in reality it often is not. Upgrading once per 2 years means it is more likely for something to have too much breaking changes. So some people using LTS actually only upgrade when it is no longer supported (like 5 years or more.)
In the case of pandoc, if you want to stay latest then you should install it on your own from those github releases.
Alternatively consider using a package manager on Linux that is independent of the OS package manager. One such example is Linuxbrew which is very useful when dealing with ancient Linux distro and version.
