~/.local/bin is used on *nix.
On Windows a different directory within the home directory
is used.

As for your other problem, that does sound more serious,
but I'm not sure what could be going wrong.

Perhaps you should wipe your current stack and ghc installations,
and start over (use the newest version of stack).
