Can Pandoc create PDF's tagged for accessibility? If not, where do I
go to learn to work with readers and writers?

Currently pandoc's default PDF output is not tagged.
When the LaTeX work discussed in that issue is more
mature, we may be able to fix this.
You might try generating PDFs using one of the other
methods (see documentation for --pdf-engine). I'm
not sure about the status of tagging with these other
engines.
