This doesn't work for me (Solaris 2.5.1, DEC OSF/1 3.2) - sh just echoes nothing if started with PATH unset. There have to be default values compiled into the shell, but those are not echoed if $PATH is empty. On POSIX systems, there is the possibility of using confstr(_CS_PATH), (pdksh does that as far as I know) but I don't know wether/how the returned value is useful/configurable. I also vote for adding a special option to the configure script (as I'd like to add our instal- lation dependant local directories).
