Take e.g. the bincimap example on http://smarden.org/ipsvd/
examples.html. If I also have ./peers/0 (0400) containing C5, which
one takes precedence? I.e., is global concurrency set to 10 or 5?

Ups, wrong list.
The instructions override the configuration given on the command line,
see tcpsvd(8). You can try it out, run tcpsvd with -vv, it then writes
the current and max concurrencies to the log.
