TL;DR: RetroNet is meant to enable friends to interconnect their computers (what ever they are) at their houses to do what ever they want. One of the uses of said network is to allow people who want to learn how to set up a web / email / dns / etc server to be able to do it in a safe place (read: NOT the Internet) with help from mentors.
