Description: ### System

* xuname:  
  Void 4.19.29_1 x86_64-musl GenuineIntel uptodate rFFF
* package:  
  mdocml-1.14.5_1

### Expected behavior
man 3 syslog shows syslog(3)

### Actual behavior
klogctl(3)

### Steps to reproduce the behavior
As above (no idea if it's the same problem as #2575, it shows a different man page).
On both musl/glibc man 3 syslog does the right thing if there's no mandoc.db and shows klogctl(3) if mandoc.db exists; I have zero familiarity with the code, but strace shows that man calls

> access("man3/syslog.3", R_OK)           = 0
> access("man3/klogctl.3", R_OK)          = 0
> access("man3p/closelog.3p", R_OK)       = 0
> access("man3p/syslog.3p", R_OK)         = 0

and then prefers klogctl.3 for some reason ("man -a" shows all).

Atm I couldn't find another manpage with the same problem.
