python-dogpile.cache: add python-decorator as dep
Noticed that `python-dogpile.cache` did not have `python-decorator` as dep.

Thus, Usage of `subliminal` exits with error about not finding `python-decorator` which is needed by `python-dogpile.cache`.

Fixed and working.
