python-PyQt5: update to 5.13.0
- Update sip to 4.19.18

- Remove python-PyQt5-webengine from python-PyQt5 since upstream no longer includes it in PyQt5 bindings.

- Add new python-PyQt5-webengine template (based on previous python-PyQt5).

Tested by using qutebrowser with the updated python-PyQt5-webengine.
