plata-theme: update to 0.8.9

Description:
- plata-theme needs marco >= 1.22.2
- marco-1.22.2 has new soname for libmarco-private and I added a dependency to libXpresent-devel (used by the compositor).
- mate-control-center is revbumped for the new libmarco-private  lib.
