python3-PyJWT metadata fixes, python-PyJWT added
the first commit fixes wrong metadata (short_desc, license, homepage), the second makes it a `build_style=python-module` pair of python-PyJWT (source) and python3-PyJWT (symlink).  i need the py2 version for some azure stuff from microsoft.
