python3-pafy: drop broken py2 version

Description:
This was broken because `youtube-dl`, on which this depends, was transitioned from py2 to py3. That's also the reason I added the transitional package - to match youtube-dl in the upgrade path (the other reason is that this installs the `ytdl` script which was previously handled via the alternatives system, while now it's provided by the single package).

While at it, fix license, and adopt.
