No idea. The whole thing seems messy, code is maintained in gitlab only (the sf code is stale), while releases are done in sf only. Quite honestly I don't see the purpose behind psmisc at this point, it's mostly a legacy thing.

Do we really need to have it as a requirement for base-system? nothing else (from base) should be using any of those utils anway.

pkill is part of procps-ng. I think there may be a few packages/scripts outside base still using killall and we would need to add psmisc as a dependency.

Thanks for confirming. So I've sent PR #18971 to first remove psmisc as a dep from dracut (I couldn't find any usage of any of the psmisc utils in any tagged dracut release), and then subsequent PRs (#18973, #18974, #18975) that remove psmisc from base-{system,minimal,voidstrap}.

BTW, is base-minimal used for anything?

Not sure what you mean here by pinning a tarball (cache it locally in void infra distfiles?)

It's not a big problem anyway, just that changing checksums w/o having a new release seems a bit sketchy/unhygienic release process from the side of psmisc, but oh well, the less we have rely on that pkg the better I guess.

Totally agree (plus sourceforge has a history with malware..), which is why I'm trying to get rid of the pkg altogether. Unfortunately I haven't kept the previous two tarballs from the same release that changed cksums, in order to run a diff. I'll try to ping the upstream author anyway to see if he's aware.
