hi,

### System
linux-lts fresh install from yesterday so I can't downgrade to try other versions

* xuname:  Void 4.14.172_1 x86_64 GenuineIntel notuptodate rrmFFFFFF
  *output of ``xuname`` (part of xtools)*
* package:  python3-pip-19.3.1_1
  *affected package(s) including the version*

tried uninstall, install, reinstall with -Sf but nothing
