### Expected behavior
Preloading is included per libc presence
### Actual behavior
Preloading is not enabled and libc is not detected
### Steps to reproduce the behavior
Start with a clean masterdir or delete /etc/ld.so.cache

Running ldconfig in masterdir fixes the build
