@the-maldridge made the argument that the shareware license is pretty restrictive, and this firmware isn't covered by the kernel firmware repo. I think that's enough of an argument to put it in nonfree, so I'm committing to that. `pinephone-base` no longer depends on the realtek firmware. I also made the firmware template more generally applicable for other devices incase it's needed elsewhere.
