I'd get it from upstream if it were available, but I think things like this are inconsequential to PINE64 themselves. I'm fine with adding some docs as a replacement if this isn't advisable. tl;dr for including the rule: the 3 ports for the modem don't have stable names in `/dev/`, as they're just USB COM devices. The rule gives them reasonable identifiers (like `/dev/EG25.AT` for the AT command port) so scripts/programs don't have to dig up which USB device they need to talk to.
