corection: we *couldn't* have built `chromium` against even a newer `libvpx`, since they seem to now be doing some really cursed things in `vaapi` stuff that include internals of `libvpx` from `third_party`; but my point stands, if we're doing a series update and not just an incremental thing, or if we're doing large scale config changes (which includes unbundling settings), i absolutely should try things beforehand
