glade3 3.36
- Do not merge yet, waiting for GNOME 3.38
- libhandy can't be built with glade3-3.36 -> new package glade3-3-22
- Move `Glade-2.0.typelib` to devel to avoid conflict with glade3-3.36, things seems to work, I used this as the base for #24470
