I could be wrong but I'm pretty sure that's just because of the included service file. Found this question (https://github.com/Nefelim4ag/Ananicy/issues/267) about other init systems and the maintainer mentions:
> More over AFAIK ananicy not depends on systemd, so you can write your preffered init file for your init system.

So I think it's just a case of writing a different script for runit.
