Description:
Now that gir (and vala) works for cross builds, all packages should always enable the corresponding build_option by default. This also requires adding `build_helper="gir"` to the template and sometimes adding `vala` to the makedepends like `$(vopt_if gir vala)`. Also revbump the package for rebuild.
