Vulkan: update to 1.2.154 (and deps)

Description:
Updates all Vulkan packages to latest SDK version.
It is necessary to update `SPIRV-Tools` and `SPIRV-Headers` too to build the new `Vulkan-ValidationLayers`.
Tested `vkcube` on `x86_64-musl`
