enchant2: update to 2.2.14.
@Johnnynator Nuspell is yours, so asking for approval for it. enchant2 needs newer nuspell version to build.

Currently enchant2's test is failing and will be reaching to upstream for fix. Filed https://github.com/AbiWord/enchant/issues/266
