let's not put `--with-locales-dir` into default `gnu-configure-args` since that's xfce specific (should be put into each template individually instead)

also let's properly patch the xfce m4 files as well

~~also the pkglint hook is incorrect since for `glibc-locales` it should still be allowed~~this appears to be generated files so it's okay i guess (but also let's not make a new hook for it, let's just extend the existing pkglint hook)
