There is currently no official build guideline for `python-adblock`, so I just tried guessing, based on the Arch Linux PKGBUILD. Continue the work from #27490
- Apparently `python3-dephell` is not needed (I put it there without thinking). Will be deleted in next commit.
- There are errors with maturin's testsuite (or so I believe), so it is disabled (for now). I will ask upstream about it.
- manylinux is disabled on musl build, see PyO3/maturin#154
