huh, it would seem all CI results linked against nettle and not tomcrypt, I have no idea why this happened locally >.<

Still, IMO it makes sense to remove it from the template either way and replace with `nettle-devel`, because it's what we want it to use *and* `libtomcrypt` is not being used in the current builds. I will try to figure out what went wrong with my local build later.
