Alternatively, I think we can just not add it to `removed-packages`? If we remove `upower` in the future, we will just need to add `upower0` to removed packages as well, but until then it can't break anything, since it's an empty package.

I think removing the package and noting in the commit that it will have to be added to `removed-packages` if `upower` is ever removed is the best solution.
