I am closing this PR for now, as it's not particularly high quality for a new package.  Tth is freely licensed, but not completely open source software: only the lex'd output is released. Tth doesn't produce particularly modern HTML.

If anyone wants it, it's pretty straightforward to build yourself.  Just hit it with gcc.
