I am closing this PR for now, as on second thought, it's not particularly high quality for a new package. Tth is freely licensed, but not completely open source software: only the lex'd output is released. Tth doesn't produce particularly modern HTML either.
If anyone wants it, it's pretty straightforward to build yourself. Just hit it with gcc or your favorite C compiler.
