* this should be in srcpkgs/xfce4-notes-plugin/template
* run xlint on the template to see what you need to fix
* put your name and email in the template
* the commit message should be something like "New package: xfce4-notes-plugin" with mentioning it was removed before and why it's being reintroduced
* the license is wrong
