The commit text should end with a period - `oil: update to 0.9.3.`

I've tested this on `x86_64/glibc` and it doesn't seem to have any gotchas.

osh$ echo $OIL_VERSION
0.9.3
```
Poking around and running a few things under osh doesn't reveal anything glaring - but I'm not willing to write anything in the Oil language to test any deeper.
