After the recent revbump to dnscrypt-proxy, you should increase the revision number on this PR to 3. Also, I can't say for certain, but my guess is that the maintainers would prefer an `INSTALL.msg` file as opposed to moving things around without the user's knowledge in an `INSTALL` script.
