EDIT: Been a long time since I had to do a version bump, forgot about this whole unresolvable shlib thing.
Perhaps it would be good to mention this under CONTRIBUTING.md or Manual.md?

The code this file is patching no longer seems to exist.

I assume removing this is OK since `nocross` is set anyways.

The build errors for i686 I assume have to do with the `icu` stuff still being in the backlog:

I'm not sure what to make of the x86_64-musl errors, it looks like a test is failing (presumably due to differences between musl and glibc)
