I reverted to the previous solution:
 - use `libbluetooth-devel` to build `python3`
 - don't use `rst2man` in `bluez`, except if `mesh` option is given (because the man page for mesh is not included in the tarball)
I didn't revbump bluez since it doesn't seem necessary.
