This is good to go.

I added two extra changes in `python3-cvxopt`:
 - fix support for gsl
 - enable support for fftw

CI should pass 8 of 8 (it already did before the minor change to cvxopt). I also run the full testsuite of sagemath using these updated packages without problems.
