### Expected behavior

The UI translated from English to Italian

### Actual behavior

After installing the Italian language pack extension from the Marketplace, the user interface in vscode remains the same.

Path to the configuration file: $HOME/.config/Code\ -\ OSS/User/locale.json

still an issue till now.

1. Display language not change after install language pack and "Change Disaplay Language" command.
2. Display language not change by edit `~/.vscode-oss/argv.json` . (this is according to microsoft offical doc)
3. Ddisplay language not change by command parameters. `vscode-oss . --locale=zh-CN`

seems something wrong while packing and make it not read lanage change ?
