Good thing you checked, sorry I missed bluetooth-sendto.
Fedora handles it by deleting sendto from from the gnome-bluetooth1 package, and debian handles it by not building sendto for the gnome-bluetooth3 package. Not sure which is best.

Maybe you can do a gnome-bluetooth1-sendto subpackage and a gnome-bluetooth-sendto package if you want to (debian has that but its commented out) with a commit saying it doesn't work.
