Fedora handles it by deleting sendto from from the gnome-bluetooth1 package, and debian handles it by not building sendto for the gnome-bluetooth3 package. Not sure which is best, although personally I lean towards the former. If you want to, you may be able to do a gnome-bluetooth1-sendto subpackage and a gnome-bluetooth-sendto package (debian sort of tried that but it is commented out).
