https://github.com/Dica-Developer/generator-node-webkit/issues/53 suggests that the issue is the icudtl.dat file, but we have that file & replacing it with one from electron13 doesn't change anything.
I'll probably try reworking the package to build from source similar to how Arch's AUR package does it (even though that one also has problems) : https://aur.archlinux.org/cgit/aur.git/tree/PKGBUILD?h=openbazaar
