Started as `plugdev`
Got changed to `users` in #4605
Got changed back to `plugdev` in #13914
Got changed back to `users` in #25646 (it may have been a mistake, as it is not mentioned anywhere?)

Honestly, I would be happy with an INSTALL message, that mention this anachronism
