Note -  many have complained that `1.9.0` is a development release and is not suitable to package. this is partially true as xfce team is lazy and not willing to make a new stable release. all commits since last one year are "translation fixes" only. see [issue](https://gitlab.xfce.org/panel-plugins/xfce4-notes-plugin/-/issues/64). on top of that both arch and fedora ship this package. this PR also fixes https://github.com/void-linux/void-packages/issues/35742
