Regarding the test failures, I tried to add `env TZ=CEST` to the test using `make_check_pre` - it definitely changed the value of the TZ in the test values (according to the failure messages), but the time was still incorrect.

Looking at the repo, it doesn't look like the tests run in CI; I'll open an issue to see about getting the tests fixed, but it may be that they won't bother since they don't use them - maybe they run them on their computers, which reside in CEST :)

Is there a way forward without the tests?
