There's a merged pull request on the void-packages repository
spice: update to 0.15.1.

Description:
Updated, and removed python 2 dependency (#38229).
#### Testing the changes
- I tested the changes in this PR: **briefly**
I didn't do much testing other than making sure that the tests pass and that `qemu-system-x86_64` doesn't crash.
The python scripts as far as I can tell are only involved in unit testing; moreover, upstream [uses python3](https://gitlab.freedesktop.org/spice/spice/-/blob/master/.gitlab-ci.yml) in their CI.

- I built this PR locally for my native architecture, (x86_64-glibc)
- I built this PR locally for these architectures (if supported. mark crossbuilds):
