Background information:

1. The Makefile used by the package build actually creates **/var/lib/tlp** https://github.com/linrunner/TLP/blob/1.5.0/Makefile#L178 . It is unclear to me why it is not included in Void package.
2. TLP needs to directory to store a state file. If the directory is not there, parts of TLP will not work.
3. In the underlying TLP issue, at the same time a bug in dash due to the missing directory even causes the script processing to abort
