`perl` was there to help generate [the docs](https://github.com/ccache/ccache/blob/v4.7.4/doc/CMakeLists.txt#L40-L46). But apparently there were issues with asciidoctor (from commit history of ccache) so a pre-generated manpage is shipped instead.
