If you are trying to use libvirt as non-root user, install `polkit` as well and add your user to the `libvirt` group and relogin or reboot. This is probably your issue judging by the error message. Also make sure you have the following services enabled and/or running:

- dbus
- libvirtd
- virtlockd
- virtlogd
