please `git rebase -i --autosquash master` and also update the commit messages and common/shlibs

- updated libjxl and highway (didn't really test this)
- fixed highway on armv7 (libjxl is still broken)
- used checkdepends instead of conditional makedepends
- made it so kimageformats doesn't fail to build on armv7
